Can I shake local womens hands in Bahrain? If not what is the best way to greet them?

I think this would depend on the women. For example, if she wears a veil, then it both a religouse practice and local tradition that you would not shake her hand, but greet her normally.

The best way would be to allow the female to make the first move on the handshake, and if she doesn’t reach out, then you shouldn’t reach out.

I agree with abeer, and as for greetings a simple “hello, how are you today?” vanilla flavoured greeting with a smile will do just fine.
